Your Southeast Houston pooper scooper
Dog poop removal in Southeast Houston.
Southeast Houston is the part of the city most people picture when they hear the name: the neighborhoods along Brays Bayou and Sims Bayou, south and east of downtown, out toward Hobby Airport. It's a mix of older streets with big trees and deep lots, like Riverside Terrace and MacGregor Terrace, and newer subdivisions like Riverstone Ranch, with ZIP codes such as 77021, 77023 and 77087 running through it.
Those yards see a lot of dog traffic. Older Southeast Houston lots tend to be long and shaded, and leaves and tall St. Augustine grass hide waste fast. Our routes here cover Broadmoor, Brunswick Meadows, City Park, Foster Place, Greater Eastwood, Gulfgate, Idylwood, MacGregor Terrace, Riverside Terrace, Riverstone Ranch and South Union, and we walk each yard in a grid so nothing gets missed.
When the yard is done, the area has real places to take a dog. The city's Lawndale Dog Park sits right on the Brays Bayou trail, the Jody Miller Dog Park at Fonde Park has separate areas for big and small dogs, and MacGregor and Mason parks are both on the Brays Bayou Greenway. Every one of them asks you to pick up, and so does the city code.

Southeast Houston's dog rules.
Pick up and carry bags (Sec. 6-24)
Anyone in control of a dog or cat must promptly pick up its feces and dispose of them in a sanitary way, and must carry something to pick them up with. Your own property is a defense, so the rule is about everyone else's property and public places.
Read the official text for Pick up and carry bags (Sec. 6-24) (opens in a new tab)Fines of $75 to $500 (Sec. 6-24)
A conviction carries a fine of $75 to $500, and each act counts as a separate offense.

A dog may not be at large unless its owner or handler has direct physical control of it. It can be loose only where it can't reach a sidewalk, a street or the shared areas of an apartment or multi-unit property, or in an official off-leash area.

Houston's park rules say dogs stay on a leash at all times, and city dog parks ask owners to pick up and bin the waste, carry bags where they can be seen and bring no more than 2 dogs each.

Why it matters here
Southeast Houston drains to two big bayous. Sims Bayou starts near the city's southern edge and runs 28 miles east-northeast to the Houston Ship Channel, and Brays Bayou runs from Fort Bend County to Buffalo Bayou, past MacGregor and Mason parks. TCEQ adopted bacteria cleanup plans for both bayous in 2010, because their bacteria levels make swimming and wading risky, and in 2013 it approved the regional plan to bring those levels down. H-GAC explains why pet waste matters here: rain washes it into storm drains that run straight to the bayous, where it uses up the oxygen fish need and can carry bacteria, viruses and parasites. Picking it up often, especially before a storm, keeps it out of the water.

Frequently asked
Southeast Houston questions, answered.

Do I have to pick up after my dog in Houston?
Yes. City Code Sec. 6-24 says whoever is in control of a dog must promptly pick up and dispose of its waste and must carry bags or another way to do it. A conviction carries a fine of $75 to $500 for each offense.
Does Houston have a leash law?
Yes. Under Sec. 6-101, a dog off its own property has to be under its handler's direct physical control, and the city's park rules require a leash at all times. The exception is an official off-leash area, like a city dog park.
Where can my dog run off leash in Southeast Houston?
At the city's Lawndale Dog Park, 6810 Lawndale St., and the Jody Miller Dog Park at Fonde Park, both in the 77023 ZIP code and open dawn to dusk. City dog parks limit each person to 2 dogs and ask owners to pick up and bin the waste.
Does the pick-up law cover my own backyard?
Sec. 6-24 is about other people's property and public places; your own yard is a defense. It still matters at home: H-GAC notes that rain washes waste left on the ground into storm drains and on to the bayous, so a yard that's scooped every week keeps it out of Brays and Sims bayous.
