Your Arcola pooper scooper
Dog poop removal in Arcola.
Arcola sits in southeastern Fort Bend County where FM 521 meets Highway 6, about 14 miles from Sugar Land. Its name goes back to 1850, when Jonathan Dawson Waters bought the land and built one of the largest cotton and sugar plantations in Texas, which he called Arcola. The Houston Tap Railroad came through the plantation in 1858, and in 1869 a post office opened in the community of freed slaves that grew up there.
Arcola became a railroad junction when the Gulf, Colorado and Santa Fe line arrived in 1878, and it incorporated as a city in 1986 with 661 residents. Houston Southwest Airport is inside the city limits today, and Arcola addresses use the 77583 and 77545 ZIP codes.
Arcola is on the Highway 6 side of our service area, along with Sienna and Fresno. The city doesn't list a dog park of its own, so the nearest off-leash option is Fort Bend County's Kitty Hollow Bark Park, up Highway 6. At home, your fenced backyard is your dog's everyday park, and that's the part we keep clean.
Arcola has grown fast for a small city. The Handbook of Texas counts 661 people when it incorporated in 1986, 1,048 in 2000 and more than 2,100 by 2021, and newer homes keep going up around the FM 521 and Highway 6 junction. More homes means more dogs and more backyards, and with no city rule on picking up, a regular scoop is how a busy household stays ahead of it.
Because Arcola's code doesn't cover pet waste in your own yard, the standard is yours to set. What it does cover is an enclosure: a dog pen or run has to be kept clean and sanitary. If your dogs spend their days in a run or a fenced side yard, that's the spot we start with on every visit, before we walk the rest of the yard in a grid.

No pick-up section in the city code
Arcola's compiled Municipal Code (May 2022) has no section requiring owners to pick up pet waste. A general property rule (10.04.030) does make filth or unsanitary matter on a property a public nuisance, without naming pet waste.

Why it matters here
TCEQ lists Arcola among the cities in the Chocolate Bayou watershed, which drains southeast through Brazoria County to Chocolate Bay. Since 2010 the bayou has shown high levels of the bacteria found in human and animal waste, a possible health risk for anyone who swims or wades in it. TCEQ adopted bacteria limits for the bayou on May 22, 2024, and approved the stakeholders' Chocolate Bay implementation plan on August 12, 2026.
